Outgoing Mayor Patrick Madden says he believes Troy is in better shape than when he came into office eight years ago.  The Democrat made righting the fiscal ship and paying off long-standing debt a priority during his time leading the Collar City. Madden says finances are stable, but Mayor-elect Carmella Mantello will need to keep a close eye on spending during a time of inflation and higher interest rates.
